OCT 17 1984 <br />BOOK 58 FAf,F 676 <br />PRESENTATION BY CAMBRIAN ENERGY SYSTEM RE LANDFILL GAS RECOVERY <br />SYSTEM <br />Ron Brooks, Utility Engineering Specialist, reviewed the <br />following memo, noting that Cambrian Industries is proposing to <br />install a Landfill gas recovery system to satisfy DER require- <br />ments: <br />TO: The Honorable Members of DATE: October 4, 1984 FILE: <br />The Board of County Commissioners <br />THRU: Michael Wright SUBJECT: LANDFILL GAS RECOVERY SYSTEM <br />County Administrator CAMBRIAN ENERGY SYSTEMS <br />FROM: Ronald R. Brooks . REFERENCES: <br />Environmental Engineering <br />Specialist/Utility Services <br />DESCRIPTION AND CONDITIONS: <br />Landfills are known to generate considerable levels of methane <br />gas. Methane gas can cause damage to vegetation within surrounding <br />properties; is toxic and consequently a hazard to workers under <br />certain conditons; and is highly explosive and fammable, thereby <br />creating a potential fire hazard within the landfill. <br />Florida Administrative Code Chapter 17-7 requires a gas control <br />plan be provided for landfills and the Department of Environmental <br />Regulation is presently requiring a gas control program in associa- <br />tion with our pending application for a landfill operation permit. <br />Cambrian Energy Systems, in association with Pacific Lighting Systems <br />of California, is interested in installing a methane gas recovery <br />sytem within the landfill and utilizing the gas to produce energy. <br />They have drafted a preliminary lease and operating agreement for <br />the County's review and sebsequent'modification as we deem appropriate <br />or necessary. <br />ALTERNATIVES AND ANALYSES: <br />It will be necessary for the Board of County Commissioners to <br />ultimately approve and sign any agreement with Cambrian Industries. <br />Representatives of the firm are, therefore, presenting an introduction <br />to the Board to identify themselves and describe their proposed <br />methane gas recovery program. They will also answer any questions <br />and briefly explain their proposals and intent in regards to the <br />preliminary lease and operating agreement that they have submitted <br />to us for review and comment. <br />RECOMMENDATION: <br />The staff requested that Cambrian Industries give a presentation to <br />the Board and outline their proposed program.
