OCT 17 1984 Bmo 8 fe; 6,9 <br />necessary to get a wastewater plant out there, including looking <br />at an approach to funding, assessment, etc., and have the <br />Planning Department and staff look at a legal vehicle to create a <br />conformity. <br />Attorney Brandenburg felt we might want to create a special <br />zoning district to handle this matter, possibly an offshoot of <br />R-1RM which allows both mobile homes and conventional single <br />family dwellings. He noted the Commission could require that; <br />grandfather in everything existing; and require everyone new to <br />comply. <br />Commissioner Bowman asked about a moratorium. <br />Attorney Brandenburg noted that when the lots were con- <br />structed, they all had septic tanks even though people were <br />supposed to have self-contained trailers - but they didn't. The <br />conditions out there are really bad and there is overflow into <br />the canal. He did feel, however, that the one individual <br />now applying should be allowed to hook up for electrical and use <br />a septic tank. Then we should move ahead to try to resolve the <br />sewer situation. <br />Utilities Director Pinto pointed out that we are right in <br />the middle of the County Master Plan for sewer, and he suggested <br />this area be included in the scope of the contract since it is a <br />pressing problem. <br />Administrator Wright did not feel it would amount to all <br />that much and suggested that we negotiate a price as we do not <br />want to have to hire someone to develop a plan just for that <br />small area. He noted that we do have a wastewater plant <br />available; that is not the problem. The problem is getting the <br />effluent to the plant and getting rid of it. <br />Intergovernmental Relations Director Thomas noted that we <br />have been concerned about the situation at the County Park at <br />Blue Cypress for some time, even with septic tanks, etc., the <br />problem is you are surrounded by swamps and clay. <br />58 <br />
