Commissioner Lyons felt now that this has become a matter of <br />public knowledge, we should not allow anyone to do anything <br />further that is illegal to add to the problem. <br />Motion was made by Commissioner Lyons to declare a <br />moratorium on any further development at Blue Cypress Lake until <br />we can come up with an ordinance that will accommodate additions <br />to the community out there. <br />Attorney Brandenburg pointed out that in order to adopt a <br />moratorium, you have to go through the same process as a rezoning <br />with notification and advertising, hearings, etc. <br />Commissioner Lyons withdrew his Motion. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bowman, to instruct <br />the Attorney and staff to come up with a <br />recommendation for an ordinance to control <br />the situation at Blue Cypress Lake so that <br />we can have a zoning that will be compatible <br />with the circumstances. <br />Commissioner Bird felt the one applicant mentioned by the <br />Attorney should be allowed to hook up, but Commissioner Lyons did <br />not feel we have a right to; if the law doesn't allow it, how can <br />we? <br />Attorney Brandenburg reported that the only thing holding <br />this individual back at this point is the okay from the Health <br />Department to put down a septic tank. If the County adopts a <br />Motion indicating their intent to resolve that situation, he felt <br />that would be alleviated. He noted that there are 99 lots out <br />there all using some type of septic system. This lot has a <br />septic system and would receive a variance.
