OCT 2 4 1994 BOOK 58 PnE 720. <br />Intergovernmental Relations Director Tommy Thomas presented <br />staff's recommendation for adoption of the proposed ordinance <br />which will restrict dumping at transfer sites to household <br />garbage. He explained that there has been an increasing problem <br />of heavy articles being dumped at these sites, such as stuffed <br />furniture, stoves, refrigerators, etc. <br />Commissioner Bird requested that adequate warning signs be <br />posted at the transfer sites. <br />Assistant County Attorney Chris Paull believed that this <br />ordinance probably could not be enforced directly through the <br />Code Enforcement Board, according to some of the Attorney <br />General's opinions, but violations could be taken into court. <br />Director Thomas advised that the biggest problem in the past <br />year has been the dumping of grass cuttings by lawn maintenance <br />companies. <br />Commissioner Bowman questioned the definition of "trash", <br />and Commissioner Lyons felt that the definition of household <br />rubbish is too broad because in order for the County to keep from <br />having a serious litter problem, we should not expect people to <br />separate bottles and cans from household rubbish. <br />Director Thomas believed that if the Board liberalizes the <br />ordinance, we will need more transfer sites and garbage trucks. <br />Commissioner Lyons could understand that, but he thought <br />that we are already getting regular household trash at the <br />transfer sites and passing this ordinance would not change that. <br />He also was concerned with passing an ordinance which we may not <br />be able to enforce through the Code Enforcement Board. <br />Director Thomas recommended that the Board pass this amended <br />ordinance as an interim measure, unless the Board feels that <br />perhaps we should take a look at the ordinance in its entirety. <br />A lengthy discussion ensued re grass clippings from <br />individual home owners compared to lawn maintenance services, and <br />the Board agreed that it was unreasonable to expect private <br />W <br />M M M <br />
