Commissioner Bird wondered how long we are going to have to <br />continue to go outside for consultants to do this work for us. <br />Administrator Wright felt we will be able to do this <br />in-house when the codes are developed, but right now we are very <br />stretched out as to staff. <br />Planning Director Keating believed when there is a one time <br />activity such as developing a Zoning Code, that it is better to <br />deal with someone who writes these codes on a regular basis and <br />keeps up with all the current requirements. He pointed out that <br />much of the Planning Department's activity is spent on day to day <br />activities. <br />Commissioner Wodtke noted that this land is leased and <br />wished to know when you deal with a violation whether you deal <br />with the person who owns the land or the one who owns the <br />structure on the land. <br />Attorney Brandenburg stated that depends on the type of <br />violation. With the structures you deal with the lease holders; <br />re the lots, improper streets and selling lots without proposal <br />disposal systems, you deal with the land owner. The Attorney <br />noted that in 1978 the owners indicated that in return for <br />allowing a certain number of additional structures to be placed <br />out there, which it was agreed would be self-contained units, <br />they would not sell any more lots until a public disposal system <br />was in place. However, more lots were sold and the units that <br />were placed out there were not self-contained. Attorney <br />Brandenburg, therefore, felt that we have very good grounds to go <br />back and require the Holmans to live up to their original <br />representations to the county, and with the Board's permission, <br />he would like to do so. <br />Commissioner Wodtke noted that he has the same concern as <br />Commissioner Bird about paying someone outside to write this <br />special zoning ordinance.
