NOV 7 1984 BOOK 58 PAGE 778 <br />In the ensuing discussion, it was generally agreed that <br />safety and health are the main concerns and also that, although <br />we need to adhere to our county regulations, we must use our <br />common sense. It was further felt that the residents of the area <br />want to cooperate as it obviously is in their interests to find a <br />solution to the problems so the lake and their environment is not <br />destroyed. The problems related to devising a sewage system that <br />would be workable in this particular area were brought up, and <br />Attorney Brandenburg suggested the draft letter to be.sent to the <br />residents be modified to propose a moratorium while these <br />procedures are worked out. <br />Administrator Wright noted that, in essence, a moratorium is <br />being created if staff can't issue a permit until the zoning <br />district is changed, etc. The proposed letter is just notifying <br />every lot owner that any structure must receive a permit. <br />Commissioner Bird felt this would be preferable to going <br />through the formal process for a moratorium, and the Board <br />members agreed. <br />Chairman Scurlock believed staff is looking for <br />authorization for consultants to prepare this scope of work and <br />complete it, and he felt the Commissioners seem to be of the same <br />mind about what needs to be done. <br />Administrator Wright wished to spell out the various issues <br />step by step so there is no misunderstanding. <br />1) Zoning - hire Solin & Associates to do the work and authorize <br />the necessary budget transfers from contingencies. <br />MOTION WAS MADE by Commissioner Bird, <br />SECONDED by Commissioner Bowman, to authorize <br />the hiring of Solin & Associates to prepare <br />zoning district regulations and a Comprehensive <br />Plan amendment for the Blue Cypress Lake area and <br />to authorize the necessary budget transfer from <br />MSTU contingencies. <br />32 <br />
