®v 8 1984 tornc 'y <br />Chairman Scurlock asked that the homeowners' comparative <br />rate study be made a part of the record. <br />Attorney Henderson pointed out that the homeowners were <br />making a comparison of just the rate structures of the various <br />franchises and not taking into account the differences of those <br />utilities. <br />Mr. Strang thought that the differences could be due to <br />either the number of customers or the poor management of the <br />utility companies. He agreed that there are a lot of things that <br />might have a bearing on the rate structure in these other <br />utilities. He felt that everyone would be willing to pay a fair <br />amount for improved water quality. <br />Attorney Brandenburg swore in John Robbins of Mosby -Robbins <br />and Associates, Inc., consultants retained by the homeowners <br />association, who entered into the record the "Analysis of Breezy <br />Village Water and Sewer Company, Inc. Proforma and Rate Proposal.« <br />Attorney Henderson objected to having the homeowners submit <br />a formal report at this late date as he has not had a chance to <br />review it and believed that it had not even been submitted to <br />Utility Services. <br />Director Pinto stated that it had not been submitted to his <br />department, but noted that it was not required. <br />Mr. Robbins presented his credentials and qualifications. <br />He is a Registered Professional Engineer in Florida and North <br />Carolina. He holds a B.S. degree in Engineering with <br />concentrated studies in environmental sciences. He has been in <br />the practice of environmental and utility engineers for nine <br />years, five of which were spent as a utility consultant to Indian <br />River County. He has been declared an expert witness in the <br />fields of civil, environmental, and sanitary engineering. <br />Attorney Henderson cross examined Mr. Robbins as to his <br />qualifications for preparing a rate proposal, and Mr. Robbins <br />admitted he was not an accountant but pointed out that a CPA had <br />certified the proposal. <br />20 <br />
