been three financial exhibits submitted by the Utility. It was <br />not the home owners' fault that in May,Attorney Henderson was not <br />prepared to move forward and that Dr. Wilson's bookkeeping has <br />always been less than substandard. In self defense the <br />homeowners have had to respond to each of the three exhibits and <br />engage the services of an attorney and a consulting engineer, and <br />this has placed a strain on the pocketbooks of the residents of <br />Breezy Village. Mr. Pollard believed that the home owners were <br />confident that the Commission will act in good judgment. <br />Attorney Brandenburg swore in Sylvester Strang, officer of <br />Breezy Village Home Owners' Association, who reported that they <br />had done a comparative rate study and could not find another <br />utility up and down the east coast of Florida with charges over <br />$26.00. <br />Attorney Henderson objected to the report on the grounds it <br />was hearsay. <br />Mr. Strang expressed concern over these investors making up <br />for their paid investment through the pocketbooks of the Breezy <br />Village residents. He emphasized that the home owners cannot <br />afford the legal and consultant fees and recommended that the <br />Utility pay their legal fees as it was not the home owners' fault <br />that the rate case was delayed. <br />Commissioner Bird understood that the high costs were due to <br />the small size of this utility and asked if anywhere in their <br />travels they had found rates comparable to Breezy Village and Mr. <br />Strang reported that they found comparable rates in Snug Harbor. <br />Mr. Strang asked those in the audience who use the water for <br />drinking to raise their hands, and approximately one half of the <br />people responded. Mr. Strang pointed out many residents <br />transport their water from Vero Beach in gallon jugs.. <br />Attorney Henderson objected to these demonstrations of hands <br />and cautioned that if it continued, he would ask that everyone be <br />sworn in. <br />19 <br />NOVi984 BOOK t E <br />� J <br />
