r N 0 V 211984 <br />During July of this year, the County rezoned 30.2 acres of land <br />south of the subject property from C-lA and C-1, Commercial <br />District, to C-2. The owner of one of the two properties <br />between the subject property and the existing C-2 property to <br />the south has also submitted a rezoning application requesting <br />a rezoning to C-2. <br />Transportation System <br />The subject property has direct access to Old Dixie Highway <br />(classified as a secondary collector on the Thoroughfare Plan). <br />The development of the subject property for uses allowed in the <br />C-2 district could attract up to 180 average annual daily trips <br />(AADT) with 18 trips in the peak hour. Old Dixie Highway <br />currently carries 10,000 AADT in this area with approximately <br />1,000 trips in the peak hour. The current and projected <br />traffic level is at level -of -service "C". <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />A County water main runs along the west side of Old Dixie <br />Highway across from the subject property. County wastewater <br />facilities are not available. <br />RECOMMENDATION <br />Based on the above analysis, particularly the existing land use <br />pattern, and the Planning and Zoning Commission's <br />recommendation, staff recommends approval. <br />Mr. Shearer pointed out the subject property and property in <br />the same vicinity which was rezoned to C-2 in July. He stated <br />that staff does feel C-2 will allow a more realistic use of the <br />property, but were concerned about the small size of the subject <br />property. They have had discussion with the owners of nearby <br />property, and although unfortunately their application was not <br />received in time to process with this one, it is anticipated that <br />eventually all this area will be zoned C-2. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Bird, SECONDED <br />by Commissioner Wodtke, the Board unanimously <br />(4-0) closed the public hearing. <br />34 <br />
