N O V 211984 BOOK PACS 0 <br />00 <br />stated that he has spoken with Mr. Beindorf who has indicated he <br />would be willing to cooperate. <br />3) Assuming a $10.00 appropriation is approved by each of <br />the property owners, what would be assessed to the major property <br />owners contiguous to Vero Lakes Estates? <br />Mr. Davis explained that the RV park which will be included <br />in the district contains most of their water on site and will <br />only use the drainage system as overflow if needed. The flow <br />from the property owners further west and south will mostly get <br />to the system after the flow from Vero Lake Estates, which has <br />the advantage of being closer to the canal that takes the water <br />to the system. Much of the other land is pasture and unimproved, <br />and he believed it would be hard to come up with a formula to <br />assess them equitably as opposed to the developed community. It <br />is anticipated the larger part of the improvements will be <br />expended in the Vero Lakes Estates area, and Mr. Davis stressed <br />that no money from the MSTU will be used outside the MSTU area. <br />Assistant County Attorney Paull confirmed that the ordinance <br />provides you can only spend the dollars to benefit those in the <br />MSTU. <br />Mr. Johnson continued to argue that improvements made in the <br />MSTU area will provide a benefit and make the other land more <br />valuable; he assumed there will be development there some time. <br />Mr. Davis stated that if there are benefited owners outside <br />of the area, they should contribute, and staff will recommend <br />that. <br />4) Would there be an additional assessment beyond the <br />$10.00 being discussed? <br />Director Davis explained that the $10.00 per parcel figure <br />was just thrown out as a reasonable type assessment. The <br />ordinance says nothing of a minimum or maximum budget, and any <br />budget would have to be approved at budgettime each year just as <br />for any other district. <br />44 <br />-7 <br />L <br />
