Attorney Caldwell stated that he is suggesting that the <br />staff should be directed, during whatever period of time there is <br />left, to do whatever they need to do to come up with suggestions <br />to the Commission to implement improvements to the transportation <br />system. He felt what the Board is talking about doing here is <br />really devastating to millions of dollars of real estate. <br />The Chairman noted that staff already has been directed to <br />work with our consultant to develop an overall plan to allow us <br />to achieve these densities; this is already in the process. He <br />did not believe anyone on the Commission has a desire to reduce <br />the density to one unit per acre. <br />Attorney Caldwell emphasized that what he is saying is that <br />he did not feel there should be a hold up even for 45 days. If <br />there is a plan to improve the transportation system that can be <br />submitted to the Management Committee and the DCA, etc., that <br />should be sufficient and staff can move ahead. <br />Commissioner Bird did not feel we had the expertise on staff <br />to do that and that is why we went to the consultant. He asked <br />about the timing on that consultant's report, and Mr. Keating <br />stated six to eight months and it started about 1h months ago. <br />Mr. Keating felt staff could do something like Attorney Caldwell <br />suggested on a generalized basis, but pointed out that until we <br />get the information from our traffic study, we would have to rely <br />on the estimates and assumptions made in the Hutchinson Island <br />study. What staff would be doing would be planning for a new <br />bridge and showing where that funding would be coming from, which <br />would amount to many millions. <br />Attorney Caldwell stated that is one of the things he would <br />hope would be happening now, but Mr. Keating felt it would be a <br />duplication of effort if staff started working on a traffic plan <br />based on assumptions that very likely will be changed in six <br />months time. <br />Attorney Caldwell noted that if a new bridge is needed or <br />four lanes are needed on AlA, they will be needed five years from <br />67 1P C r FF ,•,•,,r.�i����� <br />OV 211984 <br />
