Pinto REFERENCES: <br />Utility Service Director <br />DESCRIPTION AND CONDITIONS: <br />The County's Reverse Osmosis Water Treatment Plant is a sophisticated <br />and very sensitive facility. The contractors warranty is now expired <br />i and with approximately 1 1/2 years of operational experience with the <br />facility, it has become apparent that the continuing services of an <br />j engineering firm, well qualified in the design and operations 'of <br />reverse osmosis facilities, would be invaluable in the normal operations <br />of the facility as well as in the handling of unexpected electrical and <br />equipment malfunctions. <br />In addition, there are disagreements between the County and the plant <br />contractor in regards to the conditions and adequacy of various aspects <br />of the water plant and the services of a qualified engineering firm <br />are extremely important in insuring the County's interests are protected. <br />ALTERNATIVES AND ANALYSES: <br />There are several engineering firms in Florida whose staff are very <br />knowledgeable in the design and operation of reverse osmosis plants. <br />Continuing contract arrangements can be entered into with these firms, <br />in accordance with the "Consultant's Competitive Negotiation Act," for <br />provision of consulting services in the normal operations of the <br />water plant as well as in response to malfunctions and emergencies. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />the Division of Utility Services to advertise for bids and negotiate <br />a continuing contract for provision of consulting services in the <br />operation and maintenance of the County's Reverse Osmosis Water <br />Treatment Plant. <br />Chairman Scurlock noted that neither the Utility Director <br />nor the Administrator are present, but basically this concerns <br />the fact that the warranty on our Reverse Osmosis Plant has now <br />expired and we need to protect our investment. <br />Commissioner Bowman noted that we may be going into more <br />reverse osmosis and possibly we should think about hiring an <br />expert on reverse osmosis. <br />74 <br />
