In addition, he <br />understood that there would not be any construction on this <br />development until after Indian River Boulevard has been completed, <br />and asked if that was still being taken into consideration. <br />Chairman Scurlock believed that the applicant wants to be a <br />good neighbor and will make every effort to ensure that the <br />development will have a minimum impact on the surrounding area. <br />He assured Mr. Nelson that the Commission would use whatever <br />legal resources we have to minimize any impact on the surrounding <br />development. <br />Mr. Nelson reported that when the surveyors came through, <br />they cut down trees and dropped them into the canal so now they <br />cannot use their boats and Chairman Scurlock agreed these trees <br />should be removed. <br />Rosalyn Kramer, resident of Tropic Villas North, advised <br />that only 3 or 4 residents out of 2000 families were notified of <br />the proposed rezoning by registered letters, and Mr. Shearer <br />explained that all property owners within 300 feet of the subject <br />property are notified. He noted the 2-3 week lag in placing new <br />owners on the tax rolls, which quite often results in the previous <br />owners receiving the notices. In the case of Tropic Villas <br />North, he did not believe that any of those people were within <br />300 feet of the subject property. He noted that they did post <br />notice of the rezoning on the property. <br />Attorney Brandenburg pointed out that the notices are merely <br />courtesy letters and are not required. The County relies on the <br />the current assessment rolls for names and addresses of the <br />owners. <br />Mrs. Kramer was very curious that only a handful of people <br />had received letters. <br />Chairman Scurlock felt that the notification procedure could <br />be improved by notifying the property owners' association, if <br />there is one, and informed Mrs. Kramer that if she would like to <br />26 <br />
