be located in relation to the restrictions on the barrier island. <br />Section VI states that the duration of the moratorium is to <br />be until such time as the County completes its ongoing planning <br />analysis of the transportation, hurricane evacuation, and other <br />land use problems presently recognized on the barrier island, <br />adopts relevant Comp Plan amendments and zoning regulations to <br />address these problems, and receives approval of its local plan <br />amendment and zoning changes from the DCA. Section VI also <br />indicates that a development would not be allowed to proceed at <br />all if it seriously impacts a transportation link that is currently - <br />over capacity. If a developer wished to proceed in such a <br />project, he would have to show in some way that he has mitigated - <br />the trips that would be generated by that project. <br />Attorney Brandenburg explained that this ordinance has to go <br />through a special adoption process, and he recommended that the <br />Board initiate those adoption procedures immediately. He has <br />drafted a resolution that sets out the ground work to suspend <br />current review of development approvals in the interim until the <br />County considers the moratorium at a public hearing and recommended <br />that the Board adopt the resolution today and authorize staff to <br />advertise a public meeting. <br />Chairman Scurlock referred to the transportation planning <br />analysis and noted it is the intent of the Board to have the <br />results of that study as soon as possible. Hopefully, we will <br />find that additional trips are left and we can increase the <br />number of units allowed per acre. <br />Commissioner Bird understood then that this is an interim <br />step that will keep us out of jeopardy with the State and with <br />the HIRMP Committee but will allow some development to continue <br />until we can come up with an analysis that, hopefully, will <br />demonstrate the improvements that will allow us to develop the <br />63 <br />A.M + 59 PAGE 63 <br />
