The land east and north of the subject property <br />has been included in the node. While the C-2 zoning appears to <br />be appropriate for the subject property, based on the <br />surrounding zoning districts and existing land use pattern, <br />there is insufficient acreage in the node to include the <br />subject property at this time. <br />Since the I-95 and S.R. 60 node was enlarged from 230 acres to <br />300 acres last Spring, the County has rezoned 40.89 acres west <br />of 98th Avenue to M-1, Restricted Industrial District, and has <br />included an additional 50.58 acres of land located west of 98th <br />Avenue in the node. Presently, 120 acres of land west of 98th <br />Avenue are included in the node (including 91.47 acres of <br />undeveloped land), and another 100 acres of existing commercial <br />and industrial uses to the east of 98th Avenue are included in <br />the node. The necessary infill property to connect these <br />properties includes an additional 80 acres. Based on the <br />location of the existing commercial and industrial uses, the <br />undeveloped land that has been included in the node, and the <br />necessary infill land, there are not 20.63 acres of land left <br />in this node that can be allocated to the subject property. <br />Transportation System <br />The subject property has direct access to 90th Avenue <br />(classified as a secondary collector street on the Thoroughfare <br />Plan). Developing the subject property for a commercial <br />subdivision would attract 1870 Average Annual Daily Trips <br />(AADT). <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water and wastewater facilities are not available for <br />the subject property. <br />RECOMMENDATION <br />The Planning and Zoning Commission voted to recommend approval <br />of this request for the reasons stated in the Description & <br />Conditions section -of this memorandum. The Planning Department <br />agrees with the Planning and Zoning -that the C-2 zoning <br />district is the most appropriate zoning district for the <br />subject property and that this property should be included in <br />the node when additional acreage is available. However, staff <br />recommends that the subject property not be rezoned until the <br />node is enlarged. <br />Mr. Shearer emphasized that staff agrees the request is <br />reasonable, but the problem is not enough acreage in the -node. <br />The Planning & Zoning Commission favored proceeding with the <br />rezoning based on the applicable provision in the Land Use Plan, <br />but staff still feels.they would prefer to see the node enlarged <br />first. They will be putting together a proposal to enlarge the <br />node in January. <br />14 <br />
