<br />Chairman Scurlock inquired if notice was sent to all
<br />property owners in the area, and Chief Planner Shearer advised
<br />that the hearing was advertised as a public hearing, but staff
<br />did not send out notices because they did not think any formal
<br />action would be able to be taken today because if the Board were
<br />to want to remove the node, it would be necessary to go through
<br />the Comprehensive Plan amendment procedures and have two more
<br />hearings.
