DEC 5 1994 . . <br />Boor 59 <br />TO: The Honorable Members DATE: November 20, 1984 FILE: <br />of the Board of <br />County Commissioners REQUEST BY BCC FOR <br />PLANNING STAFF TO <br />DETERMINE NEED FOR <br />DIVISION HEAD CONCURRENCE- COMMERCIAL USES ON <br />SUBJECT: NORTH BARRIER ISLAND <br />Robert M. eat! g, P <br />Planning and De elo ent Director <br />FROM: Art Challacombe REFERENCES: Barrier Island Com. <br />Chief, Environmental Planning ARTCHA <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 5, 1984. <br />DESCRIPTION & CONDITIONS <br />On September 26, 1984, the Board of County Commissioners denied <br />a rezoning request by Vero Beach Trading Company to rezone 6.09 <br />acres from R-2 Multiple -Family District (up to 15 units/acre), <br />to C-1, Commercial District located at the southwest corner of <br />State Road A -I -A and Wabasso Road (County Road 510). In <br />addition to denying the rezoning request, the Board questioned <br />the need for the amount of commercial acreage (25 acres) <br />depicted on the Comprehensive Plan for the north barrier <br />island. With this in mind, The Board directed the planning <br />staff to determine if a need for commercial uses exists on the <br />north barrier island and if so, how many acres of land should <br />be allocated for the future population. <br />On November 8, 1984, the Planning and zoning Commission voted <br />3 -to -1 to recommend to the County Commission that the 25 acre <br />commercial node be left at the S.R. A-1-A/C.R. 510 intersection <br />and that the remaining vacant acreage be allowed to be used for <br />neighborhood commercial uses. <br />-- Assumptions <br />In examining the potential for commercial. development to serve <br />barrier island residents, several assumptions for the analysis <br />are used: <br />1) If a neighborhood shopping center is needed to serve the <br />north barrier island population, it would most likely be <br />located on the barrier island at or near the C.R. 510/S.R. <br />A -1-A intersection or on the mainland the C.R. 510/U.S. #1 <br />intersection. <br />2) Traffic on the north barrier island would be attracted <br />from as far north as Ambersand Subdivision, as ,far south <br />as Fred Turek Drive in the Town of Indian River Shores, <br />and as far west as the Marsh Island Development; <br />3) Minimum support required for a neighborhood commercial <br />center is 2,500 people with a usual minimum of three acres <br />to ten acres required for the site area (derived from <br />Shopping Center Development Handbook - ULI); <br />4) 2.35 square feet of Gross Leasable Area per person will be <br />required for a neighborhood shopping center (calculations <br />derived from Shopping Center Development Handbook; <br />m <br />
