BOOK 59 PAGE 130 <br />By providing a neighborhood commercial center at the S.R. <br />A-1-A/C.R. 510 intersection, approximately 4,746 ADT would be <br />attracted to that site rather than traveling across Wabasso <br />Bridge. This would reduce North Island ADT's to 16,459 <br />off -island trips and provide the bridge with a Level of Service <br />approaching "C". <br />Analysis Conclusion <br />Based upon the assumptions stated at the beginning of the <br />analysis, a neighborhood commercial center which serves the <br />residents of the north barrier island will be needed by the <br />year 2000. Although the ultimate size of this center will <br />depend upon several market factors, approximately 20,137 square <br />feet of gross leasable area on a site with a size from three to <br />seven acres will be needed at the S.R. A-1-A/C.R. 510 or C.R. <br />510/U.S.1 intersection. Both intersections contain sufficient <br />acreage to accommodate such a facility. The major advantage, <br />however, to locating the center at the S.R. A -1-A/ C.R. 510 <br />intersection is that it can best serve commercial trips orig- <br />inating on the island and keep additional traffic off the <br />Wabasso bridge. <br />RECOMMENDATION <br />The Comprehensive Plan designates a twenty-five acre tourist/ <br />commercial node at the intersection of A -1-A and C.R.510 which <br />permits resort commercial uses (16.59 acres already committed) <br />and neighborhood commercial uses. Staff recommends that the <br />twenty-five acre node be retained in the area of the S.R. <br />A-1-A/C.R. 510 intersection and that the remaining vacant <br />acreage be allowed to be used for neighborhood commercial uses. <br />Mr. Challacombe reviewed the above memo in detail, <br />emphasizing that staff is looking at neighborhood uses only and <br />not anything that would attract traffic from off -island. What <br />staff has in mind is a down -sized Publix-type grocery store and a <br />smaller Eckerd's. Their population study shows that there is <br />sufficient population right now to support a small neighborhood <br />center somewhere in the vicinity of the intersection. <br />Chairman Scurlock stated that he personally still has a real <br />problem with locating the 25 acres at that intersection, and he <br />is absolutely convinced that the further away from the inter- <br />section you get, the better the traffic situation will be; <br />witness the Vero Mall intersection at U.S.1. <br />The Administrator pointed out that all the Board actually <br />would be designating today would be the size of the node by <br />deciding whether the remaining uncommitted seven acres would <br />remain in the node or not. <br />52 <br />177 <br />
