DEC 51984 <br />600 0 PAGE p3Al <br />The Chairman asked if anyone present wished to be heard. <br />Attorney Michael O'Haire came before the Board representing <br />the residents of Summerplace and noted that about fifty or more <br />residents were present today. He noted that he was glad to hear <br />this spoken of in terms of a "neighborhood" which is what <br />Summerplace is, but asked those opposed to any more commercial at <br />all to stand. All the residents present stood. Mr. O'Haire <br />emphasized that they feel the 18 acres already committed is more <br />than adequate for commercial. He then reviewed the history of <br />this intersection and noted that we are now on the fourth year of <br />site plan approval for the proposed hotel on the east of AlA. <br />He felt development of that property as a hotel is a joke because <br />the developer simply has kept the site plan alive but doing just <br />a little bit at a time. The people feel strongly that any <br />commercial development should be on the east side of AlA. <br />Attorney O'Haire then brought up various statements made <br />during the development of the Comprehensive Plan which <br />demonstrated the original intent to keep future commercial <br />development on the east side of AlA. He referred to Mr. <br />Challacombe's study which says that 2,500 living units are <br />required for support of the node, and believed this is based on <br />his assumption that the people of Indian River Shores and John's <br />Island will be using this node, which he did not feel is valid <br />reasoning as they will all use the Village Shops and go south or <br />north. If the node is extended, Mr. O'Haire argued that it will <br />draw traffic east from the mainland, and the people he repre- <br />sents, who were here first and have built homes in good faith, <br />would ask the Commission to restrict the node to 18 acres and not <br />destroy their residential area. The commercial is not necessary; <br />they don't want it, and they live there. <br />Chairman Scurlock brought up the point that apparently the <br />state construction setback line will be adjusted back at least <br />25' further from the ocean, -and asked if Mr. O'Haire still felt <br />the east side would have sufficient depth. <br />54 <br />
