M M M <br />The Chairman felt the question is when the thinking changed <br />from the east to this undefined area, and Mr. Challacombe <br />explained that when we were developing the node, the site plan <br />for the hotel had not been brought in, and that site plan took up <br />most of the existing commercial. <br />Discussion continued regarding the need for some commercial <br />to service the area because of the transportation element alone <br />and the acreage that would be needed for a Publix, for instance. <br />Mr. Challacombe stated that a minimum of three acres would <br />be required. He re-emphasized that staff is looking at grocery <br />shopping and neighborhood commercial uses. In the rezoning <br />denied about a month ago, the developer had envisioned something -- <br />more like the Village Shops. Staff would not endorse that type <br />of use; they are looking at something to keep people on the <br />island. <br />Chairman Scurlock expressed concern about someone developing <br />something like the Village Shops and then wanting more acreage <br />for a grocery store. <br />Mr. Keating explained that when the node workshops were <br />held, it was the consensus that the node should develop with a <br />certain percentage of quadrant at each intersection. Staff's <br />philosophy was that the node should not be stretched out, and he <br />felt with this node we are under even more constraint because of <br />the value of the land on the ocean. <br />Chairman Scurlock noted the Board's whole purpose is to <br />serve the needs of the public, and he has not seen anyone request <br />these services. <br />Commissioner Bird felt it goes beyond that because you <br />cannot sit up here as planning people and plan twenty years in <br />the future and only consider present needs. <br />The Chairman pointed out that the City of Vero Beach doesn't <br />have a Publix on their island area, and Commissioner Bird noted <br />that in their planning years back, the City did not provide any <br />space for that. <br />57 <br />DECQoA <br />boon <br />L - <br />BOOK , PAGE 13 <br />
