Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services <br /> Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br /> Terry Southard, Utility Operations Manager 'NA' <br /> Subject: Second Extension to Agreement for IRC Bid No. 2012010 to <br /> Maintain and Operate the West Regional Wetlands System. <br /> DESCRIPTIONS AND CONDITIONS: <br /> On November 151, 2011, the Indian River County Board of County Commissioners (BCC) approved <br /> entering into an agreement with Florida Environmental Consulting, Inc., (FEC) as the lowest, most <br /> responsive, and responsible bidder meeting the specifications as set forth in the Invitation to Bid to <br /> maintain and operate the wetlands at the West Regional Waste Water Treatment Facility(WRWWTF) <br /> located at 8405 8th Street, Vero Beach. <br /> This facility currently receives treated effluent from WRWWTF. FEC will maintain and operate the <br /> wetlands at WRWWTF. FEC's responsibilities will include the management of an existing 4.0 million <br /> gallons per day (mgd) Average Annual Daily Flow (AADF) permitted capacity system consisting of a <br /> 169± acre wetland treatment/reuse system. The system includes an influent deep settling pond, <br /> overland flow through nine (9) deep marsh cells, and three (3) shallow marsh cells to a final storage <br /> outfall cell. <br /> ANALYSIS: <br /> The original agreement entered into with FEC stipulated for an initial term of three (3)years,with the <br /> County retaining the option to extend the Agreement for up to two (2) additional twelve month term <br /> extensions. The County opted to exercise one (1)twelve month extension on November 1,2014. Due <br /> to FEC's past satisfactory performance, it is staff's determination that a renewal is in the best interest <br /> of the County for the second (2nd) and final one (1) year extension. <br /> FUNDING: <br /> Funds for this project are derived from the other professional services in the operating fund. Operating <br /> funds are generated from water and sewer sales. <br /> 177 <br />
