} <br /> 1 <br /> Attachment D <br /> Deliverables <br /> EMPA Base Grant costs are divided into the following categories: salary and benefits, other personal <br /> contractual services, expenses, operating capital outlay and fixed capital outlay are allowable. The <br /> intent of the EMPA Base Grant Agreement is to provide each county with the means to successfully <br /> manage and operate an Emergency Management Program. Counties must be able to prepare for, <br /> respond to, recover from, and mitigate against natural and man-made disasters/emergencies. <br /> The County Emergency Operation Center must be able to operate within the minimum acceptable <br /> standard to maintain a 24-7 operation, 7 days a week The Recipient must maintain current EMAP <br /> accreditation certification OR certificates for the following training via SharePoint for each emergency <br /> management position. <br /> • IS 100—Introduction to Incident Command System <br /> • IS 200—ICS for Single Resources and Initial Action Incidents <br /> • IS 700—National Incident Management Systems (NIMS) <br /> • IS 800—National Response Framework <br /> Each Emergency Management staff person must work the number of hours and assume the <br /> responsibilities for the duties in their official position description as well as provide the coordination and <br /> support for all incidents within their jurisdiction. The quarterly minimum acceptable standard is to have <br /> the qualified staffing level for the county based upon Rules 27P-11.004 and 27P-11.0061. <br /> Financial Consequence <br /> To receive reimbursement for performance of each category,the Recipient's activities must be <br /> completed within the agreement period and in accordance with the Budget and Scope of Work, <br /> Attachment A and B of the Agreement. In the event that the Recipient does NOT maintain level of <br /> capability(EMAP and certificates),the Division will withhold 5% of the amount requested in the <br /> Quarterly Financial Report. <br /> 23 <br /> 89 <br />
