Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all <br />of the land around it as.LD-2, Low -Density Residential 2 .(up to <br />6 units/acre). In addition, the Plan designates a 25 acre <br />tourist/commercial node at the intersection of A -1-A and C.R. <br />510. Since the County Commission has determined that the <br />subject property will not be included in the tourist/commercial <br />node, this property should be rezoned consistent with the LD -2 <br />land use designation. The R -2D zoninq district is consistent <br />with the LD -2 land use designation and the R -2D zoning south <br />and west of the subject property. <br />Transportation System <br />The subject property has direct access to C.R. 510 and to S.R. <br />A -1-A (both classified as arterial streets on the County's <br />Thoroughfare Plan). The maximum development of the subject <br />property under the R -2D zoning would generate 256 average <br />annual daily trips. Both roads would maintain level -of -service <br />A if this rezoning is granted. <br />Environment <br />The subject property is not designated as environmentaly <br />sensitive. However, the subject property is located in a B <br />flood zone which includes areas within the 500 year flood <br />plain. <br />Utilities <br />The subject property is within the service area of the north <br />beach utilities franchise. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning & Zoning <br />Commission's recommendation, staff recommends approval. <br />Mr. Shearer noted that this previously was considered for <br />rezoning to C-1, and it was denied. The developer would like to <br />develop this the same as the other 36 acres, and the County has <br />initiated the zoning change to give this parcel the same <br />classification. Both the Planning & Zoning Commission and staff <br />recommend approval. <br />The Chairman asked if anyone present wished to be heard. <br />Edward Green of Pebble Path, Summerplace, wished to confirm <br />that the area under discussion is located directly at the <br />intersection. He was confused by this being done piecemeal and <br />wished to know whether it still stands, as decided three meetings <br />ago, that the entire acreage would be R -2D. <br />This was confirmed, and it was further noted that the east <br />side of AlA remains commercial and that the Board did establish <br />27 <br />®E C 1 � 89g <br />BOOK P,1;F 179 <br />
