COMPREHENSIVE PLAN AMENDMENT APPLICATION SUBMISSION ALTERNATIVES <br />Chief Planner Shearer made the staff presentation and <br />reviewed the five alternatives presented: <br />TO: The Honorable Members DATE: November 29, 1984 FILE: <br />of the Board of County <br />Commissioners <br />COMPREHENSIVE PLAN <br />DIVISION HEAD CONCURRENCE: AMENDMENT APPLICATION <br />SUBMISSION ALTERNATIVES <br />SUBJECT: <br />Robert M. _Ke,&1Ting,rAICP <br />Planning & Develophlent Director <br />FROM: <br />V11J <br />EFE <br />Richard Shearer, AICP R RENCES, <br />Chief, Long -Range Planning <br />CPA Alternatives <br />RICH2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 12, 1984. <br />DESCRIPTION & CONDITIONS <br />On September 12, 1984 the Board of County Commissioners <br />instructed the Planning Department to review the County's <br />policy for accepting Comprehensive Plan Amendment applications <br />once a year. The Board of Realtors asked the Board to consider <br />accepting applications on a quarterly basis. At the meeting, <br />the Board briefly discussed accepting applications twice a <br />year, possibly with conditions. <br />On October 18, 1984, the Planning and Zoning Commission <br />considered four alternatives that the staff had prepared <br />concerning the number of times per year the County would accept <br />applications to amend the Comprehensive Plan. At that time the <br />Commission discussed a fifth alternative which would be <br />accepting applications twice a year, in January and July, but <br />applications submitted in July would not necessarily be heard <br />by the Commission immediately. Under this alternative, if an <br />application was received in July and required substantial staff <br />analysis, additional time would be allowed for this analysis. <br />On November 19, 1984, the Planning & Zoning Commission voted <br />5 -to -0 to recommend alternative #3, which states that the <br />County will accept applications twice a year in January and <br />July. <br />ALTERNATIVES & ANALYSIS <br />The Planning Department prepared four alternatives for <br />accepting Comprehensive Plan amendment applications as follows: <br />1) No change in the County's present policy of <br />accepting applications once a year; <br />39 <br />8 0 0 r 59 PACE191 <br />J <br />
