DEC 1; 14 BOOK 59 <br />and the next consideration was a large line from South County up <br />to service a D.R.I. that is in process for the Grand Harbor <br />project. He did not believe there is any question that the South <br />County plant never could serve the entire county, one factor <br />being that there is not enough wellfield area, and, therefore, he <br />believed any study would -tell -the --County to•look at a North <br />County system. <br />Commissioner Bird inquired about the possibility of trans- <br />mitting water to the northern part of the county from the <br />existing plant so that if we decide to build up there, we then <br />would have an existing customer base. <br />Chairman Scurlock felt that is a good possibility, but <br />stated he would oppose it because he believed we have a plant <br />that can be acquired up there right now. He felt the analysis <br />will demonstrate that a 20" line with booster pump would be <br />ineffective other than to service a private project. <br />Administrator Wright confirmed that all these factors will <br />be considered in the analysis. He agreed that we do want to <br />increase customer base without increasing debt, if possible. <br />Commissioner Bowman inquired about whether the engineers are <br />doing a hydrological study or just using current information as <br />she did not want to pay money for more studies if data is <br />available. <br />Utilities Director Pinto felt it will be found that Indian <br />River County has been studied more than most, and that there is a <br />great wealth of information available. <br />Director Pinto informed the Board that another extremely <br />important factor is that the engineers are going to take our <br />existing pipe network and computerize it to the point where it <br />will be possible to determine the effect of a new development on <br />the overall system. This would enable us to know, for instance, <br />whether it might be necessary to require the developer to build a <br />booster pump to alleviate the effects of his development on the <br />system. <br />54 <br />
