extends from the State Road 60 corridor through the Gifford <br />area to the west bank of the Indian River, including the <br />hospital and surrounding area. The limits of the study area <br />to be included in the water master plan are shown in Exhibit <br />A attached to the agreement. <br />These agreements also authorize Boyle Engineering Corporation <br />to develop a computer model of the water distribution system <br />which shall be used by the engineer to analyze the system. <br />The engineer will also advise the County of the equipment <br />needed for an IBM PC computer system to operate the computer <br />model, and the engineer will develop the computer model <br />in such a manner that it can be converted for use on this <br />equipment. <br />Boyle Engineering Corporation will also prepare maps showing <br />the County's existing water distribution system. All water <br />system information used by the engineer for preparation of <br />the maps shall be provided by the County. The engineer will <br />not perform any field location work. <br />Exhibit B to the agreement presents an estimate of the work <br />tasks, number of manhours, direct wages and salaries, reim- <br />bursable expenses.and budget for completing the scope of <br />services. <br />RECOMMENDATION: <br />Staff recommends the Board authorize its Chairman to execute <br />these two agreements on behalf of Indian River County. <br />Chairman Scurlock reported that he has been working with <br />Director Pinto on this and he has one more area of discussion - <br />Sec. 1.1.2 on Page 4 of the proposed agreement re Work Tasks. <br />Attorney Brandenburg stated that he has a proposed amendment <br />to that action, and the new language, to which the engineering <br />firm has agreed, reads as follows: <br />1.1.2 The OWNER and ENGINEER agree that the Work Tasks <br />described in Exhibit B, attached hereto and incorporated herein as <br />though set forth in full, represent the Work Tasks that are <br />anticipated of the ENGINEER by the OWNER for development of an <br />estimated budget for the Water System Master Plan Project. Further, <br />the OWNER and ENGINEER agree that the level of effort by labor <br />classification set forth in Exhibit B appears reasonable and was used <br />to develop an estimated budget for the Project. Material <br />differences between the actual Work Tasks and level of effort <br />required for completion of the Project and that shown in Exhibit B <br />will be used by the ENGINEER and the OWNER as a basis for amending the <br />estimated budget. <br />Discussion ensued as to whether we are telling the engineer <br />to utilize our present plant capacity and transmission system to <br />its utmost ability or that we definitely want another plant in <br />the North County, and Chairman Scurlock noted that we have <br />already expanded from the original study with a line to Route 60, <br />53 <br />DEC 121984 50 F,�cF 205 <br />
