-I <br />DEC 12 1984 BOOK " ?14 <br />explained that what they would like is some simple action <br />authorizing them to work with the City, County, and appropriate <br />agencies, to work out the acquisition of the utility. <br />Chairman Scurlock stated that he personally has indicated <br />that he would support the concept presented by the property <br />owners. The only danger he wished to point out is that if five <br />to seven years down the line, the City has not moved ahead to <br />take the effluent back to the affected property, and if the <br />effluent plant is not in place, the golf course will need another <br />plan to provide that service. <br />Mr. Hambleton reported that the engineer tells them it will <br />take 18-24 months to construct the return lines to bring the <br />effluent back to the golf course, and they are asking to be <br />allowed to finance that cost through the same special assess- <br />ment. <br />Commissioner Bird believed this is the direction we would <br />like to head in. He stated that Mr. Hambleton assured him that <br />the concerns of Hutchinson Utilities and St. Edward's School have <br />been satisfied as well as those of the Moorings property owners. <br />Attorney Brandenburg commented that if the County does agree <br />to participate in this venture, he would suggest that at the <br />closing when the Hutchinson Utilities system is purchased, that <br />it go immediately to the City and not to the County at all on an <br />interim basis. <br />ON MOTION by Commissioner Wodtke, SECONDED by Commis- <br />sioner Bird, the Board unanimously (4-0) endorsed the <br />basic concept of the proposal presented by the Moorings <br />of Vero Property Owners and authorized staff to work in <br />cooperation with them to accomplish their goals. <br />SECURITY LIGHTS AT FAIRGROUNDS <br />Commissioner Bird reported that final preparations are still <br />on-going for the County Fair, which is scheduled for mid January. <br />62 <br />
