Contrary to our previous assessments, <br />the impact fee remains the same. The reason for this is that <br />the consultant, Arthur Young, has recommended a uniform impact <br />fee for the entire county. <br />Chairman Scurlock felt that the impact fee will be looked <br />at from time to time and will probably increase rather than <br />decrease and that is why there is such a dramatic interest right <br />now in this wastewater project. <br />Attorney Brandenburg explained that this assessment will <br />work essentially the same as the assessment roll for the SR -60 <br />water project. The voluntary assessments will be in place for <br />10 years, but individuals will have the ability to pay them off <br />in advance. The interest rate on the assessments will be set at <br />such time as the County enters into an arrangement with a <br />financial institution to buy the bonds. <br />Commissioner Bird asked what percentage of the utility <br />system will this pay for, and Director Pinto explained that the <br />impact fee is based on the 85% of the capital cost, according to <br />Arthur Young. The remaining 15% will be recovered through <br />actual rate revenues. <br />Chairman Scurlock explained that this is consistent with <br />the policy set by the County when General Development Utilities <br />were considering having existing customers pay for future <br />expansion. <br />Director Pinto explained that we will also have a base <br />facility charge that will generate revenue, and when this system <br />is ready to go, these 4,132 units will be paying a base facility <br />charge whether or not they are connected. <br />Chairman Scurlock felt that we should clarify that they <br />would be paying the base facility charge at the time service <br />becomes available. <br />25 <br />_I <br />
