Further, he believed that there are actually four <br />home owners who do not want septic tanks. <br />Mrs. Walker, who lives adjacent to the facility, stated she <br />pays the water bill to run the facility because the plant does <br />not have its own meter, and she would like the Board to take <br />that into consideration. <br />Director Pinto advised that she didn't have to do that and <br />suggested she work that out with the owners. <br />Cecil Richardson, one of the owners, pointed out that since <br />the facility was first operated, there never has been a day that <br />the plant was down; although he agreed the service may not <br />always have been the best. He explained that over the years <br />they have used the figures that were allowed them, and the <br />owners used $1000 of their own money just to pay the operating <br />bills. He did admit that they were negligent in not raising the <br />rates through the years. Mr. Richardson informed the Board that <br />he is willing to give the facility away and he has a quit claim <br />here with him today. He confirmed that he owns the two parcels <br />of land on which the plant is located; however, these lots <br />cannot be developed because they had to donate some right-of-way <br />for AIA. Mr. Richardson further stressed that working in a <br />sewer plant is not his field. He felt that the owners were <br />entitled to sufficient monies to run the plant and believed that <br />the figures were very modest, including the depreciation. <br />Chairman Scurlock thought that the figures would speak for <br />themselves, and he personally recommended that the property <br />owners not take over the plant. <br />Bruce Andress, 1916 Angler's Cove, reported that the sewage <br />plant was not processing sewage for four weeks during this past <br />summer, and that at one point effluent actually ran into Mr. <br />Walker's lot and ruined his outdoor pump. In addition, he noted <br />several hazardous conditions for which he felt the owners were <br />responsible.
