_I <br />DEC 19 <br />1984 <br />BooF <br />59 <br />F,'GF,67 <br />Wiggins <br />stated that in some cases it would be, but in <br />some <br />the <br />County might end up with a lien on the property. <br />Administrator Wright urged the Board to simply subsidize <br />this particular project rather than alter the petition paving <br />program which has been so successful. <br />Commissioner Wodtke asked Mr. Wiggins to go back into the <br />area and advise the residents that this will be a 18 -foot paved <br />road which will increase the value of the homes, and ask the <br />residents if they could come up with $4.50 a front foot if the <br />County would pay the balance of the cost. In essence, the <br />County would be paying $6 a front foot and the residents would <br />be paying $4.50 a foot, which works out to approximately 75a/25% <br />split. <br />Attorney Brandenburg believed that there some some roads in <br />this County that never would be developed unless the County <br />helps and suggested that the County budget money to do two or <br />three roads a year in these special circumstances, and develop a <br />procedure for doing this. He pointed out that the County has <br />tried to get some State funds for road improvements in the Oslo <br />area, but because the median income is so high in this county <br />due to the affluence of people in Johns Island, the State will <br />not approve any community block grant funds for the area.. <br />Commissioner Wodtke recalled that at the beginning of the <br />petition paving program, the County took $25,000 from the <br />paving account and put it into the petition paving account in <br />order to get the program started, and he suggested that the <br />Board consider budgeting funds during the next budget period for <br />the paving of certain roads in specific areas with the under- <br />standing that the County might go 50/50 on paving costs with <br />those dollars coming from the funds set aside in the petition <br />paving. In order words, we would be saying that those dollars <br />would be used in a different percentage relationship. <br />Chairman Scurlock felt that was a great suggestion because <br />it would not be a handout; it would just be helping those people <br />45 <br />
