However, he felt that was the only <br />consideration that the County could give. <br />Commissioner Bird agreed that we could extend the time <br />period, but felt that we have a very successful paving program <br />and should not juggle it around. <br />Administrator Wright urged the Board not to change interest <br />rates because everyone will be coming in and asking for a better <br />interest rate. <br />Joe Wiggins, President of the Oslo Concerned Citizens <br />League, stated that they have been trying to get this road paved <br />for a long time. He had talked with Attorney Brandenburg about <br />the inability of most of these people to pay the normal paving <br />assessment due to most of them being on either Social Security <br />or welfare. Attorney Brandenburg had thought there might be a <br />possibility of the County paying approximately 750 of the paving <br />cost due to these special circumstances. Mr. Wiggins believed <br />the road was definitely needed and the residents realize they <br />will have to pay something. He felt that the County should <br />absorb most of the cost because they had not received any <br />service from the County for over 37 years and theywant to get <br />something for their tax dollars. He stressed that 95% of the <br />people will not be able to obtain a loan to pay for the <br />assessment, and asked what dollar figure they would have to pay <br />and in how many years. <br />Commissioner Lyons pointed out that up to now there was no <br />County road right-of-way and the County was not obligated to <br />maintain the road. Now, however, there will be right-of-way if <br />the property is donated, but he took objection to Mr. Wiggins' <br />statement about not receiving any County service as the County <br />has been providing services such as police and fire protection. <br />He explained that if the average tax bill for a 100 ft. lot in <br />that area is approximately $100, the paving cost would be <br />roughly $600 a lot with the payment spread out over 5 years.
