DEC 19 1984. <br />BOOR �,N29 P,{ -UF 2?5 <br />Planning & Development Director Robert Keating advised that <br />the public hearing for the moratorium ordinance had been <br />advertised for tomorrow, December 20, 1984, and the Board <br />instructed him to postpone it. <br />Director Keating asked if the Board wanted to take any <br />action to keep development from just exploding on the island, or <br />should the Planning Department continue to accept any <br />applications that come in that are in conformance with the <br />Comprehensive Land Use Plan. <br />Chairman Scurlock felt the Governor and Cabinet are <br />receptive to the idea that -Indian River County is a good <br />neighbor and that we will progress in the manner we have said, <br />and he did not see any need for people to rush in here tomorrow <br />and vest a site plan on which they have no intention of moving <br />forward, as that would be just a waste of money. He believed <br />that the message was clear from the Governor and the Cabinet <br />that the whole process of designating areas of critical concern <br />became very shaky yesterday and that we are going to see some <br />dramatic movement by the State on that. <br />Commissioner Bird was still a little confused about where <br />we stand today after yesterday's trip to Tallahassee. He <br />thought that we still have the problem in regard to the <br />transportation element and that yesterday really did not do away <br />with the obligation on a local basis to conform and comply with <br />the HIMP. He did not know how we should proceed during this <br />interim period until the recommendations from the traffic study <br />are received and we know just what kind of capacity we have left <br />on the island. <br />Chairman Scurlock felt that the best direction we could <br />take was for this Commission to make an absolute commitment to <br />the Comprehensive Land Use Plan and to make the necessary <br />improvements in the infrastructure so that the plan can be <br />carried out, such as adoption of the transportation study and <br />accepting and moving forward with the impact fee ordinance which <br />6 <br />
