-DEC 19 1984 <br />BOOK 5 r',E 283 <br />Mr. Gross explained that it was felt that the property <br />owners who abut the ocean should in some way pay a greater <br />share. He referred to a map of the erosion control line which <br />is going to be approximately 10 feet from the top of the scarp <br />and explained that the areas of sand renourishment which will be <br />pumped in will be public land. The abutting property owners <br />only own up to that construction line, and thus only about 80 of <br />the sand pumped in is going to be replenishing private property. <br />He felt that was the main issue that has been misunderstood. He <br />continued that under Plan A the private property owner would pay <br />50% of the total project and thus would actually be paying 75% <br />of the cost of the renourishment in front of his own property. <br />Mr. Gross then reviewed proposed Plan B and modified Plan <br />A, noting that the property owners have indicated their <br />willingness to participate in a direct funding of the project. <br />He reported that the Committee recommended Plan A with Gary <br />Parris dissenting, and then they proposed modified Plan A, which <br />reversed the percentages so that the County would pay 30% and <br />the City 20%. <br />Mr. Gross then explained that since the County is the local <br />sponsor in this case, the Committee strongly felt that we should <br />look into management of the entire coastline. He noted that the <br />University of Florida and the Army Corps of Engineers are <br />studying erosion problems over an 800 -mile stretch of coastline <br />over an 8 -year period at a cost of $10-15 million, and a wave <br />machine which they use in their computations is located right <br />off of Vero Beach. He mentioned the damage done to the property <br />purchased in the Save Our Coast program,'and believed a study is <br />very important to see that the best thing is done for the entire <br />coastline of the County. The Committee's recommendation is that <br />such a study must include a recommendation as to how to maintain <br />the beaches and fund this on an equitable basis. <br />Mayor Gregg asked Commissioner Wodtke to explain the <br />similar project proposed for the Sebastian area, which is tied <br />61 <br />
