That project is state parks and <br />there are no local dollars involved and he stressed the <br />tremendous need for that area to be renourished. <br />Chairman Scurlock stated that he would be willing to <br />support a beach renourishment plan for Indian River County based <br />on Plan A as originally proposed with the City paying 30% and <br />the County 20%, with the City and County making a joint <br />commitment to the Corps, and based on a commitment to expand the <br />beach committee and directing our goals at being self sufficient <br />as he felt if we depend on state or federal monies, we could <br />still be sitting here years from now with even less beach. <br />Commissioner Wodtke stressed that private property owners <br />will do everything they can in order to protect their property. <br />Many of them are paying much more than Plan A on a front foot <br />basis just to fill in where the storm took away and when they do <br />that it helps the whole shoreline and the public beaches. He <br />stated he was in favor of Plan A as submitted. <br />Commissioner Bird had no problem with Plan A, except he <br />thought that they should consider a tourist tax to add to the <br />formula which would supplement the cost equitably amongst those <br />who benefit the most. <br />Commissioner Bowman stated she was in favor of Plan A. <br />Councilman Parris clarified why he voted against the <br />recommendation of the Beach Preservation and Restoration <br />Committee, and why he endorsed Plan B was because he felt the <br />abutting property owners should carry 680 of the burden. <br />However, he felt that he represented all the people in the City <br />and the County, and he would go along with what the County and <br />City agree on. <br />Councilman Acor stated that if we are talking about the <br />sand pumping project proposed by the Corps of Engineers, he was <br />not in favor of Plans A, B, or C, but if other alternatives are <br />considered, then he will listen and felt we need to consider the <br />public's feelings. <br />62 <br />DEC 1 1984 BOOK 59 [-�, �C ?84 <br />
