BOOK 5 9 P':1 -C 28 . <br />Chairman Scurlock believed that everyone realizes that sand <br />pumping is not the sole answer, but felt that this community <br />will support a beach management plan. <br />Councilman Goff favored the private property owners funding <br />50% with the City and County funding the balance and also <br />favored proceeding with a coastal plan in regard to vegetation. <br />Because of the emergency situation, he felt it is necessary to <br />make a decision as to what direction we are going at this time. <br />Chairman Scurlock asked Mayor Gregg if they see any problem <br />with making a joint commitment to the Corps, and the Mayor noted <br />that over the years he has not heard a solution to the problem, <br />and now we just are talking about a temporary solution in the <br />Corps project; he felt he could support. <br />Chairman Scurlock stressed that the joint commitment must <br />be made directly to the Corps. <br />City Attorney Charles Vitunac thought it should be made at <br />the federal level, and Chairman Scurlock felt that in any case, <br />we need to make it jointly. Mayor Gregg expressed concern about <br />who would give the commitment for the private property owners. <br />Discussion ensued re assessment without referendum, and <br />Councilman Parris stated that he would endorse Plan A to show <br />that there is a 3-1 vote by the City. <br />Chairman Scurlock opened the Public Meeting and asked if <br />anyone wished to be heard in this matter. <br />For Beach Renourishment <br />George Collins, Attorney representing Save Our Shores, an <br />organization made up of people residing throughout the County, <br />felt that what was happening today was very significant in that <br />the City and County were meeting jointly to°solve a problem that <br />affects the entire county. He listed the many organizations in <br />support of beach renourishment. Attorney Collins pointed out <br />out how uninformed the community was of the seriousness of the <br />situation before the storm and reported that "Save Our Shores" <br />63 <br />
