but that all applicable permits be obtained prior to a building <br />permit being obtained. <br />Further discussion ensued as to the belief that it is <br />necessary to treat this plant separately and the same as the one <br />by Florida Land Company, and, therefore, the question relates <br />only to the construction that has been done on site. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, to approve staff's <br />recommendation to consider the site plan of the <br />Surf & Racquet Club invalid on the basis that <br />they have not complied with the ordinance's provi- <br />sions in regard to a good faith effort to move to <br />completion of the project as evidenced by lack of <br />continuous construction on the site. <br />Commissioner Wodtke stated that he will vote against the <br />Motion because he felt it is evident the utility is a very <br />important key, and he cannot see how we can expect someone to go <br />to construction when they don't have water or sewer. <br />Commissioner Scurlock pointed out that Bay Tree went with a <br />temporary system until such time as the other system is <br />available; they also are participants in the North Beach Water <br />Company, but they are moving ahead and building.
