JAN 16 1935 <br />BOOK 59, F,1j1= 4_64 <br />To protect the work that we have done, we now need to do <br />considerable dune restoration to protect our existing structures. <br />Should we have another storm similar to the one we had within the <br />next twelve months, I believe we would lose the eight structures <br />we have repaired. If this occurred, it would be necessary to <br />close Wabasso Park, Tracking Station Park, and the two Beach <br />Crossover Parks. <br />Currently some sand has begun to rebuild on the beach, but not at <br />the scarp of the dune. I have had considerable conversation with <br />Barry Manson -Hing, Clinton Taylor, and Lonnie Ryder of the <br />Beaches and Shores Section of the Department of Natural Resources <br />with respect to this matter. Mr. Manson -Hing, the Chief Coastal <br />Engineer, has made the following recommendation for our four park <br />locations. <br />We are not allowed to scrape (bulldoze) sand from the beach as it <br />is their opinion that this method is self-defeating in the long <br />run. Because of this, we will need to transport sand from <br />off-site. I have been in contact with the Sebastian Inlet Taxing <br />District (Rene Van de Voorde, Attorney) and I am hopeful that <br />they will furnish us with the necessary sand from their Inlet <br />dredging project. Because of the nature of our beach accesses, <br />it will be necessary to transfer the sand from the trucks to the <br />dunes by dragline. I have obtained an emergency permit to do <br />this from the Department of Natural Resources, as well as to put <br />a front-end loader on the beach to put the sand in the proper <br />places. <br />We would try to extend our dunes on a 450 angle so that we could <br />then revegetate the foredunes with appropriate plant material. <br />It is my opinion that, because our dunes were well vegetated when <br />we had the last storm, that is why we did not lose our dune <br />crossovers. <br />The best estimate of cost that I can make at this time is between <br />$50,000 to $65,000, depending on whether or not we are able to <br />obtain the sand from the Sebastian Inlet District. Much of the <br />work can be done in-house if so authorized by the Board. <br />Should we lose these eight crossovers, I would estimate the <br />contract cost of replacing them at today's cost would be $80,000. <br />This figure would not include any in-house engineering or dune <br />restoration. <br />I have gone over this matter with Art Challacombe, Planning <br />Department, and Don Finney, Engineering Department. They have <br />endorsed this solution; therefore, I recommend that the Board of <br />County Commissioners approve this project. <br />Director Thomas reported that Don Finney, of the County <br />Engineering Department, has given him a figure of approximately <br />4,000 cubic yards of sand, and he emphasized that this sand is <br />for dune restoration, not beach renourishment. Director Thomas <br />stated that if the Board approves, proceeding in this manner, <br />they would obtain more exact figures and come back regarding <br />funding. <br />10 <br />M <br />
