is to be an arterial street, the Zoning Ordinance provides that <br />there be buffering by fences, berms or walls, etc., 6' in height, <br />and those who live in this vicinity are very interested in this <br />requirement. The property in question is not on the property of <br />the owner of Fairlane Harbour; it is County property, and the <br />City/County line is right there. Mr. Baker stated that his <br />question is where to they go to find out about this buffer and <br />whose responsibility it is to construct it. <br />Administrator Wright commented that Fairlane Harbour is <br />unique and there is a right-of-way dispute right now. He stated <br />that we had planned on putting some buffering in and have had <br />some discussions with Mr. Stawara, owner of Fairlane Harbour. He <br />noted that it is possible that Mr. Baker's mobile home is on <br />county right-of-way and he felt Mr. Baker should discuss this <br />either with him or the County Engineer. <br />Attorney Brandenburg felt that the more specific answer to <br />Mr. Baker's question is that this requirement would not be <br />applicable to Mr. Baker; it only applies to new mobile home <br />parks. The county would be responsible for building the road and <br />making arrangements with the land owners for appropriate <br />buffering, if it is needed. He advised Mr. Baker to talk to the <br />Public Works Director. <br />Commissioner Scurlock believed those homes are on county <br />right-of-way, but he did not believe it is the county's intent to <br />displace a lot of people and felt that we will try to work with <br />the owners to work this out. <br />Peter Robinson, developer of Laurel Homes, had a problem <br />with the minimum square footage requirements in RS -6 and RT -6 of <br />750 sq. ft. while mobile homes only require a minimum of 550 sq. <br />ft. He felt this would prevent builders from competing against <br />mobile homes on an equal basis and would result in pricing a lot <br />of people out of the market and giving them only the choice of <br />mobile homes. <br />29 <br />JAN 16 1985 noK. 591 „i,ef 483 <br />
