Keats g ,- -y1CP <br />Planning & Development Director <br />i�� <br />FROM' Richard Shearer, AICP <br />Chief, Long -Range PlanniREFERENCES: <br />COUNTY -INITIATED RE- <br />QUEST TO REZONE 30.8 <br />ACRES FROM C-1, COM- <br />MERCIAL DISTRICT, TO <br />R-1, SINGLE-FAMILY <br />DISTRICT <br />ZC-108 <br />CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 23, 1985. <br />'DESCRIPTION & CONDITIONS <br />Indian River County is requesting to rezone 30.8 acres located <br />on the south side of Oslo Road, east of 12th Avenue, and west <br />of 8th Avenue, from C-1, Commercial District, to R-1, <br />Single -Family District (up to 6.2 units/acre). <br />Several individuals have been unable to obtain building permits <br />to construct.single-family dwellings in this area because of <br />the commercial zoning. <br />This request originally included 64.7 acres of land lying <br />between 8th Avenue and 20th Avenue on the south side of Oslo <br />Road. On December 13, 1984, the Planning and Zoning Commission <br />voted 5 -to -0 to recommend approval of rezoning that part of the <br />subject property lying east of 12th Avenue. The Commission <br />felt that further staff analysis was necessary for the area <br />between 12th Avenue and 20th Avenue. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality: <br />Existing Land Use Pattern <br />The subject property contains a large number of single-family <br />dwellings, two churches, and undeveloped land. North of the <br />subject property, across Oslo Road, are warehouses, <br />wholesaling, auto repair, auto cleaning and detailing <br />businesses and undeveloped land zoned M-1, Restricted <br />Industrial District, and a grocery store, several single-family <br />residences, and undeveloped land zoned C-1. East of the <br />subject property is undeveloped land zoned C-1. South of the <br />subject property are single-family residences and undeveloped <br />land zoned R-1. West of the subject property are single-family <br />residences and undeveloped land zoned C-1. In addition, the <br />subject property abuts the Sexton Grove Service facility on two <br />sides.
