r <br />JAN 2 3 1995 BOOK F10F.647 <br />Mary Jane Goetzfried, Chief of Current Development, <br />presented staff's recommendation that the Board reverse the <br />decision of the Planning and Zoning Commission's approval of the <br />subject site plan. She pointed out the egress and ingress <br />locations to the proposed bank and office building on a map of <br />the intersection of AlA and CR -510 and explained that staff feels <br />the applicant is asking to develop the site too intensely and <br />that an office building would be more appropriate on that corner <br />as it would not generate as much traffic. She reported that the <br />Public Works Dept. also disapproves of the site plan because they <br />feel the entrance and exit off of AIA are too close to the <br />intersection and would cause a traffic hazard; they recommend <br />instead that the entrance to the development be limited to Shell <br />Lane, a private road on the northern edge of the property. In <br />addition, Mrs. Goetzfried advised that a 4 -ft. concrete median <br />strip is proposed on AIA which would make a left-hand turn lane <br />into the site impossible. <br />Commissioner Bird hoped that staff has some fairly positive <br />criteria they use in determining whether or not they are going to <br />appeal either an approval or denial of a site plan. <br />Robert Keating, Planning & Development Director, stated that <br />they don't have any specific written policy in relation to this, <br />but he assured the Commission that staff does not make an appeal <br />of this type very often. In this case, staff was basing their <br />appeal on concepts in the traffic element of the Comprehensive <br />Land Use Plan and also the fact that the Technical Review <br />Committee has identified a problem in accessing the site. <br />Administrator Wright assured the Board that this matter was <br />brought to the Board only after considerable thought and <br />discussion. <br />Commissioner Scurlock recalled some extensive debate at a <br />recent Board meeting in regard to what traffic would be generated <br />by that intersection in relation to development of the north <br />barrier island. <br />26 <br />
