BOOK 59 FD.;F.657 <br />March 22, 1983 - Building permit issued to pour the <br />foundation only for hotel villa "A" <br />May 19, 1983 - Plans examination fee paid to the <br />Building Department for the review of <br />construction drawings for hotel villa <br />"A". <br />March 21, 1984 - Foundation inspection performed by the <br />Building Department. <br />April 12, 1984 - Rough Plumbing inspection performed by <br />the Building Department. <br />June 19, 1984 - Mr. Michael.Chason, Jupiter <br />Development Corp. informed by <br />Robert Keating of present status of <br />the Sea Oaks Hotel site plan (See <br />attachment #4). <br />July 1984 - The extension of a -collection line <br />from the Sea Oaks waste -water <br />treatment plant to the subject pro- <br />perty completed. <br />September 1984 - The extension of a water distribution <br />line from the North Beach Water <br />Company plant to the subject property <br />completed. <br />Nov. 30, 1984 - Perimeter beam inspection performed by <br />the Building Department. <br />Dec. 10, 1984 - Applicant notified of pending action <br />by the Board of County Commissioners. <br />ANALYSIS: <br />The rationale behind authorizing the County Commission to <br />terminate site plan approval relates to the public's interest. <br />The process allows the County to ensure that projects which are <br />not constructed within a reasonable time after site plan <br />approval will conform to applicable regulations which have been <br />enacted since that approval was granted. By adopting new land <br />development related ordinances, the County Commission has <br />determined that the adherence to the requirements set forth in <br />said ordinances is in the public's best interest. Since <br />approval of the Sea Oaks Hotel site plan, the following <br />applicable ordinances have been adopted. <br />1) The Comprehensive Plan <br />2) Stormwater Management & Flood Protection <br />3) Off-street Parking Pavement Types <br />4) Off-street Parking & Loading Regulations <br />5) Tree Protection <br />The Hutchinson Island Resource Planning and Management Plan did <br />not consider the Sea Oaks Hotel as an approved project when the <br />traffic impact element of the management plan was developed; <br />however, the recently updated North Beach Unit Allocation <br />report, prepared by the Planning Department, did include the <br />3,696 average daily trips anticipated to be generated by the <br />project. Factoring in the projected trips to be generated by <br />this development reduces the excess capacity in traffic zone 1 <br />from 6,834 trips to 3,138 trips. <br />3 5a <br />
