CONCLUSION: <br />While it appears that a recent effort has been expended to <br />complete the construction of hotel villa "A", the applicant's <br />good faith effort to complete the entire project.is doubtful. <br />Considering the effects of the aforementioned ordinances on <br />large scale residential/commercial development proposals, and <br />the fact that the Hutchinson Island Planning Committee did not <br />include the Sea Oaks Hotel when determining that development on <br />the barrier island should be restricted, it would be in the <br />public's best interest to terminate approval of the Sea Oaks <br />Hotel site plan application. <br />Termination of the existing approval would still permit the <br />applicant to submit a new site plan application in conformance <br />with the County's current Code of Laws and Ordinances. Addi- <br />tionally, construction that has begun on hotel villa "A" could <br />be incorporated into the revised, overall development plan. <br />Since the project is a commercial development in the Commercial <br />zoning district, the approved project density will not be <br />affected due to the subsequent adoption of the Comprehensive <br />Plan. However, the recently adopted resolution which limits <br />barrier island development to 3 residential dwelling units per <br />buildable acre would affect the project, since the resolution <br />and the pending moratorium pertain to all types of development <br />that provide lodging on a temporary or permanent basis. <br />RECOMMENDATION: <br />Staff recommends the approved site plan to construct Sea Oaks <br />Hotel at 9300 State Road A -1-A be terminated. <br />Planner Mary Jane Goetzfried presented staff's <br />recommendation for termination of the approved site plan to <br />construct Sea Oaks Hotel at 9300 State Road AlA. She showed <br />slides of hotel villa "A", which is under construction, and noted <br />that it is the only villa out of the 56 proposed villas being <br />built at the present time. Mrs. Goetzfried explained that if <br />this site plan were submitted today, the developer would have to <br />meet the new requirements of the parking and tree ordinances, and <br />staff would like the opportunity to look at these plans again in <br />light of what has been happening in the years since this site <br />plan was originally approved. <br />Commissioner Scurlock asked if the applicant was willing to <br />comply with our current updated ordinances. <br />William J.
