PLANT <br />FROM: Terrance G. Pinto REFERENCES: 1) DSS Proposal <br />Utility Services Director 2) Post, Buckley Proposal <br />DESCRIPTION AND CONDITIONS: <br />The Selection Committee interviewed the above two engineering firms <br />January 15, 1985. The firms submitted proposals to provide engineer- <br />ing consulting Services at the reverse osmosis water treatment plant <br />(Exhibits 1 & 2). <br />The Committee was in agreement that both firms were qualified to <br />perform the duties specified. However, the majority agreed to <br />recommend DSS Engineering as the consulting engineering firm for <br />this position. <br />RECOMMENDATION: <br />It is the recommendation of the Selection Committee that the County <br />be authorized to negotiate a contract with DSS Engineering. In <br />the event negotiations cannot be finalized, authorization is <br />requested to move to the next engineering firm, Post, Buckley, <br />Schuh & Jernigan, Inc., for negotiations. <br />It is also the recommendation of the Utility Department that DSS <br />Engineering be the firm first selected for negotiations. <br />Utility Services Director Terry Pinto reported that after <br />lengthy review, the Selection Committee is recommending that DSS <br />Engineering be the firm first selected for negotiations. He <br />believed that while Post, Buckley, Schuh & Jernigan, Inc. had <br />actually had made a better proposal, they decided to go with DSS <br />because of their expertise in reverse osmosis plants. He noted <br />that even Post, Buckley has used DSS as consultants. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Bowman, the Board by a vote of 3-0, <br />Chairman Lyons being absent and Commissioner Wodtke <br />being delayed, authorized staff to commence <br />negotiations with DSS and bring a proposal for <br />contract back to the Board. <br />50 <br />
