_I <br />FEB 6 1985 � BOOK 9 PA'UF 810 <br />Chairman Lyons felt that, in the future, these certification <br />services should be provided by the North County Fire District <br />because they have their own taxing base. Administrator Wright <br />noted that the North County Fire District does not have the <br />ability to certify so we would have to hire someone to do it and <br />then charge the developer for the certification. <br />Commissioner Bowman believed that the two rapid -rate <br />percolation ponds would be right on the sand ridge and was <br />concerned that it would get right down to the shallow aquifer <br />there. <br />Mrs. Hamilton reported that the County's Environmental <br />Engineering Specialist, Ron Brooks, has conceptually approved <br />these plans. <br />Administrator Wright advised that this is highly treated <br />sewer effluent and it is being percolated through sand filters <br />back into the aquifer. <br />Jerry Volkmann of Dyer -Riddle, the engineering firm for <br />Riverwalk, informed the Board that their engineering report which <br />contains a geo-technical report, has been fully approved by the <br />Dept. of Environmental Resources as to the percolation rates and <br />the filtration methods. <br />Commissioner Bowman pointed out that there are a lot of <br />people in that area who are on shallow wells, and Mr. Volkmann <br />assured her that this has been investigated. They had to <br />identify all well users within a one -mile radius, and this was <br />included in the report which has been approved. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. There were none. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0) <br />closed the Public Hearing. <br />W <br />
