Transportation System <br />The subject property has direct access to State Road A -1-A <br />(classified as an arterial street on the Thoroughfare Plan) and <br />to Jungle Trail (classified as a Scenic Road). The maximum <br />development of the subject property under R -2D zoning would <br />allow up to 1,764 Average Annual Daily Trips (AADT). These <br />trips have already been considered by the Hutchinson Island <br />study under trips generated by existing and approved <br />development. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive on the Land Use Map. However, the west half of the <br />subject property is in an A-9 flood zone (elevation 6), which <br />includes land within the 100 year flood plain. In addition, <br />the land between the river and Jungle Trail contains mangroves. <br />Utilities <br />County wastewater facilities are not available for the subject <br />property. However, water will be provided by the North Beach <br />Utilities Company. <br />RECOMMENDATION <br />Based on the above analysis, particularly the Planning and <br />Zoning Commission's recommendation and the fact that this <br />request is for a down -zoning consistent with the Comprehensive <br />Plan, staff recommends approval. <br />The Chairman asked if anyone present wished to be heard. <br />Gerald Chancellor of Florida Land Company believed that Mr. <br />Shearer has stated the facts, and he confirmed that Florida Land <br />is proceeding as stated. <br />Commissioner Bird noted that this property contains a little <br />triangle of land along the --river that is quite environmentally <br />sensitive and may or may not be usable. If it is determined that <br />it is usable, he believed the County would be interested in <br />acquiring that property for some kind of riverside park. <br />Mr. Chancellor agreed this could be discussed.
