The existing C-lA zoning along Old Dixie Highway seems <br />unrealistic based on the existing land use pattern. Rezoning <br />the subject property to C-2 would allow the property to be <br />developed in similar land uses as other property along the east <br />side of Old Dixie but maintain commercial zoning between the <br />industrial zoning to the east and the single-family zoning to <br />the west. <br />Transportation System <br />The subject property has direct access to Old Dixie Highway <br />(classified as a Secondary Collector street on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />C-2 zoning would attract approximately 215 average annual daily <br />trips (AADT). Under the existing zoning, the subject property <br />could be developed in uses that could attract up to 1,158 AADT. <br />Old Dixie Highway currently carries 10,000 AADT between 4th and <br />8th Streets and 11,700 AADT between 8th and 12th Streets. <br />These volumes put Old Dixie at level -of -service "C". <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />T7+-4 1 i i - i oc <br />The subject property is not served by County Wastewater <br />facilities. A County water main is located on the west side of <br />Old Dixie Highway. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Planner Shearer explained how they are trying to make these <br />parcels, which are now in two zoning districts, into one zoning <br />district, and the owners are in agreement. East Coast Tire owns <br />one parcel and the other has been used to store palm trees. East <br />Coast Tire is conforming. The front part of the building is <br />mainly a retail showroom and the back is used for storage, which <br />is ideally suited for C-2. <br />The Chairman asked if -anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Bowman, SECONDED <br />by Commissioner Scurlock, the Board unanimously <br />closed the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />adopted Ordinance 85-15 rezoning property east <br />of Old Dixie and north of 4th P1. to C-2 as <br />advertised. <br />37 <br />FEB 2 0 1985 BOOK 59 rA�:. ��� <br />
