Keating0AICP <br />Planning & Development Director <br />Art Challacombe Stormwater Memo <br />FROM: Chief, Environmental P1a FgRENCES: IBMIRD <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 20, 1985. <br />DESCRIPTION & CONDITIONS <br />On November 15, 1984, the Florida Department of Community <br />Affairs cited Indian River County with several implementation <br />deficiencies in complying with the Hutchinson Island Resource <br />Planning & Management Plan. One of the deficiencies involves a <br />water quality policy which states: <br />"Adopt more stringent stormwater criteria for <br />Outstanding Florida Waters." <br />Indian River County currently possesses large areas within the <br />Indian River which are considered outstanding Florida Waters by.. <br />the State (see attachment). <br />On January 24, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend that ,the proposed ordinance amendment be <br />adopted by the Board of County Commissioners. <br />ALTERNATIVES & ANALYSIS <br />The stormwater criteria stated in the proposed ordinance are <br />more restrictive than the current standards for obtaining a <br />type A stormwater management permit. The additional criteria, <br />however, would apply only to Outstanding Florida Waters within <br />the County. Essentially, the standards will provide additional <br />filtration of stormwater constituents prior to entering the <br />Indian River receiving waters. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt <br />the proposed ordinance. <br />Planner Challacombe noted that this also is in order to be <br />in compliance with the Hutchinson Island Resource Management <br />Plan. The policy with which we are complying states that both <br />DER and the local governments will adopt more stringent criteria <br />for Florida outstanding waters.
