Committee should work primarily on the technical aspects of <br />what can be done for our beaches and how much it is going to <br />cost, and the question of who pays what should stay right <br />here with this Commission. He also felt that the Taxpayers <br />Association suggestion for a full-time, in-house County <br />employee to work on this project was a good idea. <br />Chairman Lyons believed that beach erosion is going to <br />be a continuing and accelerating problem and we need all the <br />technical information we can get; we may find there is <br />nothing that can be done but retreat, but we need to know <br />that for sure. <br />Commissioner Scurlock repeated his understanding that <br />the County had charged the Committee to come up with a plan <br />and then under Chapter 125 create a special district and <br />take it to the voters for approval. <br />Commissioner Wodtke understood that the Committee is <br />charged with forming a beach/coastal management plan for the <br />entire county and that their role is to develop alternative <br />funding methods. While he did not feel that it was the <br />Committee's responsibility to set up a taxing district, he <br />personally felt that it would be the Committee's <br />responsibility to make a determination of exactly how it <br />would be set up. He believed it would be difficult for an <br />in-house employee to develop a plan that would be acceptable <br />to the City of Vero Beach, Indian River Shores and the Town <br />of Orchid. He noted that there are questions of being able <br />to obtain permits under the restrictions of the DNR for <br />seawalls, revetments, etc. Commissioner Wodtke stressed <br />that accomplishing these goals is very slow going and the <br />Committee has agreed to meet weekly. He noted that they <br />will consider Mr. Palmer's letter and proposals, but that <br />whatever is ultimately decided will be determined by this <br />Commission. <br />29 <br />FEB 2 7 1985 BOOK 60 MIJE <br />
