"Tommy" Thomas E �RENCES: <br />Intergovenmental Coord <br />Please find attached a request from Reverend Johnson of <br />Kissimmee, Florida, to hold a religious revival at the <br />fairgrounds from February 28 until March 28, 1985. <br />Staff does not have any recommendation relative to this request <br />as we are waiting for the special fairgrounds committee to be <br />appointed. <br />Intergovernmental Relations Director Tommy Thomas felt <br />that this request by a religious group points up the need <br />for further clarification of the rules and regulations <br />contained in the Parks and Recreation ordinance, one of <br />which states that "no person shall solicit alms or <br />contribution for any purpose, whether public or private in <br />any park or recreational." <br />Attorney Brandenburg explained that the reason that was <br />included in the ordinance is due to the Constitutional <br />provision for separation of church and state, and state <br />property was not to be used for religious purposes. He <br />recommended that the County not allow the Fairgrounds to be <br />used for a religious purpose. <br />Commissioner Bird felt that we might be somewhat <br />premature to start granting permits for various activities <br />until the Fairgrounds Committee has had a chance to make <br />recommendations to the Board on policy, procedures, and a <br />fee structure. <br />31 <br />FEB.7 1985 BOOK C0 PAGE 31 <br />
