rMAR 61985 <br />BOOK 60 FAn 55 <br />Commissioner Scurlock believed it is possible we may have <br />overassessed for this particular activity, and if so, those funds <br />should be returned to those who paid the original assessment; he <br />felt this needs to be clarified. <br />Administrator Wright explained that after this memo was <br />written, Attorney Brandenburg brought up the point that we may <br />have assessed for items not actually purchased or included in the <br />project, i.e., the purchase of a water line and also the purchase <br />of utility meters from the City of Vero Beach. This was assessed <br />in anticipation of us serving the South Beach with water; but we <br />are not serving them with water; therefore, if we turn these <br />funds over to the City, the 255 customers will, in effect, have <br />paid twice for the meters and the lines. This amounts to $400 <br />per unit, or $110,000, which is a goodly amount. <br />Administrator Wright reported that staff met with the City <br />on this matter and they don't quite agree, but it was decided to <br />leave this with the legal people to see if they could work out an <br />amicable arrangement. <br />Commissioner Scurlock felt the Commission should go on <br />record that our position is that we are not entitled to those <br />monies, the customer is. <br />Administrator Wright stated that he would like to continue <br />this item to another meeting, and the Commission agreed. <br />V RESURFACING OF COUNTY LIBRARY PARKING LOT <br />The Board reviewed recommendation of Public Works Director <br />Davis, as follows: <br />14 <br />M <br />
